Bill was born December 8, 1951, in Longview, Texas. His family later moved to Wichita Falls, Texas, where they were involved in Scouting. He became an Eagle Scout and a member of the Order of the Arrow.

His love of basketball in high school followed him to college. He received his BSE and Master’s in Education from Midwestern University in Wichita Falls. After graduation he began his teaching and coaching career.

Bill met his wife, Martha while teaching in Corsicana, Texas. They have had 51 beautiful years together through the coaching days, football scouting, late night film runs, late school board meetings, the fishing trips, the duck hunts and later Cowboy Fast Draw Competitions. This all made for an adventurous and exciting life. They owned BMH Productions, providing websites for business and organizations and later worked for national and international corporations teaching and developing training programs and opening up new sales regions. Bill rose to the rank of Divisional/Area Vice President. He formed, directed and evaluated sales teams and maintained the highest growth rates within the corporate structure. He was recognized as a “leader builder” and “major contributor” on a national level.

When he returned to education in 1992, he brought these new skills with him. He became Teacher/Administrative Assistant to the Principal at Alexandria Senior High School and later became Principal in Iberville Parish, Louisiana, at White Castle High, a school with high student technology use. He was recruited in 2005 back to Alexandria to the Bolton High School Principalship to help develop newer technology. He became the Supervisor of Career and Technical Education for Rapides Parish Schools and later was named the Director of Federal Programs where he retired in 2023.

Bill served on many boards and was active in many organizations. Reared in faith in the Presbyterian Church, he was currently serving as an Elder in First Presbyterian Church of Alexandria. His faith was his grounding. It directed him throughout his life as he has quietly helped many people through his faith and mentoring. He treasured and respected the people he worked beside. Bill was a happy man who deeply loved and enjoyed his family and their many events. He especially enjoyed it when they came to target shoot or swim with him.

He was preceded in death by his parents, William B. and Patricia Avery Higgins; stepfather, Dr. Dencil R. Taylor; nephew, Taylor Anson, and brother-in-law, Walter D. Lafargue.

Those left to cherish his memory are his wife, Martha Estrada Higgins; sister, Marion Higgins Prchal and husband, John; sister-in-law, Cheryl Estrada Lafargue; nephew, John Nolan Ezell and wife, Shelly and their children, Maddison and John Garrett; colleagues and friends.
