Notes from recently posted legislative audit reports:

LA Central

Central Louisiana Economic Development District, doing business as LA Central, had net unrestricted assets of $1.38 million at the audit year’s end. 

The non-profit works toward economic development in 10 parishes, Rapides included. 

Revenues for the audit year were $3.4 million, almost all in contributions, gifts and grants. 

Expenses were about the same, with program services taking $2.4 million and management and general costs totaling $928,000.

Payroll costs were $1.2 million, legal and professional fees $1.1 million.

Year-end net assets were $1.38 million without restrictions. 

Auditors noted unavailability of several board meeting minutes, a situation the agency said is being corrected. 

Inner City Revitalization Corp. 

Revenues of the nonprofit devoted to rebuilding and revitalizing blighted neighborhoods in the parish were $334,000, expenses were $547,000. 

Program service income totaled $213,000 and gifts, contributions and grants amounted to $213,000. 

Subdivision lot costs were $443,000, manages and general costs $105,000. 

Payroll amounted to $213,000 and repairs and maintenance $113,000. 

Net assets totaled $2.5 million, about $1.8 million without restrictions. 

The corporation owns and operates Olive House, a 20-unit rental property, and began construction in 2025 of five homes.  

Children’s Advocacy Network

C.A.N., which provides area-wide child protection and treatment services, had revenues of $3.17 million and expenses of $2.4 million. 

Net assets of $3.8 million included $1.8 million cash equivalent and $1.3 million investments. 

C.A.N. has three program branches: an Advocacy Center, Court Appointed Special Advocates and Therapy. 

Services costs in that order were $681,000, $930,000 and $460,000. 

Support costs were $330,000, with management and general expenses accounting for about 85 percent of that. 

Program services payroll expenses (salaries, taxes, benefits) totaled $1.4 million – Advocacy Center, $456,000; CASA,$641,000; Therapy, $326,000. 

During the year C.A.N.purchased Alexandria properties on Albert Street and on 16th Street it had been leasing for office and administrative purposes. It also sold its office facility on Jackson Street.
