Man arrested in relation to missing woman Brenda White

In May of 2024, the Sheriff’s Criminal Investigation Division was notified by the Alexandria Police Department of their current investigation of a missing person by the name of Brenda Kay White. Ms. White was a resident of Alexandria and had been missing for several months.
 
In August of 2024 as their investigation continued, the Alexandria Police Department informed Sheriff’s detectives that information had been developed that a Philip Barry Felter was a possible suspect in the disappearance of Ms. White. Sheriff’s detectives were familiar with Felter as he was already in RPSO custody from a joint investigation with the Louisiana State Fire Marshal’s Office for 2nd Degree Murder and Illegal Disposal of Human Remains for the murder of Buster Evans in April of 2024.
 
Sheriff’s detectives had learned that Ms. White was living with Felter at 68 Bohannon Rd. in Pineville at the time of her disappearance. Due to Felter being in jail for the alleged murder of Buster Evans, detectives started treating Brenda Kay White’s disappearance as a homicide and began their investigation.
 
Months passed as detectives continued their investigation, conducting interviews and gathering evidence. On March 7, detectives were able to establish sufficient probable cause through DNA evidence for an arrest warrant to be issued for Philip Barry Felter for the 2nd Degree Murder of Brenda Kay White. Felter was re-arrested on the additional 2nd Degree Murder charge as he has remained in jail since his arrest last April. Felter is being held on a total bond of $2,250,000.
 
Sheriff’s detectives say this is still an active, ongoing investigation and more arrests could be made.
