Rapides Parish DA, Cheneyville slasher victims testify before state Board of Pardons

Rapides Parish District Attorney Phillip Terrell along with two of the surviving victims of the Cheneyville slasher testified before the Louisiana Board of Pardons. Larry Roy and four other death row inmates were before the Board Wednesday for the Board to conduct administrative reviews of their clemency applications. The Board conducts an administrative review to consider whether the inmates should be granted hearings.
 
Terrell and the victims argued vehemently against granting the applications. In a 3 to 1 vote the Board denied Roy’s request.
 
Thirty years ago, Larry Roy brutally attacked Sally Richard and her family in their Cheneyville home. Roy murdered Freddie Richard and 75-year-old Rosetta Silas by slitting their throats and stabbing them multiple times. Roy also attempted to kill Sally Richard and her 8 and 9-year-old sons by binding them and slitting their throats. Miraculously they survived the cruel, brutal attacks.
